I've honestly never tried the E.P.I.C. plugin. Perl IDE is a great product, but I don't think it's really under active development and it certainly has some bugs. I do like it for the same reason that I like Perl; it's easy to work with. Eclipse is pretty heavy and requires the full JVM so I think it's a little overkill for most Perl security work. It's probably great for developing actual software projects, but if you're just writing an exploit script it's rare that you need more than one or two files. I'll certainly have to check it out though.
